Home Modification Loans

The Home Modification Loan Program helps families and individuals modify their homes for improved accessibility to allow family members living in the home who are elderly or disabled to continue living independently. The program provides interest-free loans to homeowners who need to modify their homes because one or more people living in their home is elderly or disabled. The loan allows them to make structural modifications to ensure the safety of the family members in need and allows them to continue living in the community.

Based on income eligibility, homeowners in northern Middlesex and Essex Counties may apply for up to $50,000 (inclusive of borrower fees) in a deferred payment 0% loan for access modifications to the principle residence of elders, adults with disabilities, and families with disabled children. The Homeowner hires a contractor of their choice to modify their home. Landlords with fewer than 10 units may apply for a 3% amortized payment loan.

It is important to note that this program does not provide reimbursement for modifications completed prior to loan approval.

Eligibility Information

What are the income eligibility requirements? Income eligibility guidelines for this loan program are updated annually and are based on the information published by the U.S. Department of Housing and Urban Development. All homeowners with a total gross household income of up to 200% of the area median income (AMI) are eligible for the 0%-interest, deferred-payment loan.

2023 Income Guidelines
Household Size – Eligible with Gross Income up to:

  • 1 – $207,800
  • 2 – $237,600
  • 3 – $267,200
  • 4 – $296,800
  • 5 – $320,600
  • 6 – $344,400
  • 7 – $368,200
  • 8 – $391,800

All applicants with a total gross household income of up to 200% area median income (AMI) qualify for a 0% interest, deferred payment loan. Monthly payments are not required on the deferred payment loan. Payment of the HMLP loan will be required when the property is sold or the property title is transferred to someone else or into a Trust. Repayment could also be required if any condition of the loan agreement is not met.

How to Apply

How do I apply? There are ten (10) agencies, serving ten (10) regions, throughout the Commonwealth. These agencies work directly with HMLP applicants. If you need help or reasonable accommodations during your application process, please let your local provider know.
